The purpose of this article is to search for the theoretical foundations of cyberspace governance from the perspective of Islam. In this research, an attempt has been made to show the Islamic principles supporting the governance of virtual space and its theoretical mechanism. In this research, it has been shown that the eternal human nature based on Khatam's doctrine with the mission of sending a message to the world requires the use of globalist tools in order to realize the desired world government, civilization and system. Virtual space can be accepted as a part of the technical infrastructure of global propagation and modern Islamic civilization, such as: compliance with Sharia, technical infrastructure of ethics, production and refinement of content, civilizational orientation, law and policy of guidance, active human power and human power. Harmonious diplomacy should be put on the agenda. In formulating the Islamic governance system, virtual space is important to the tool-content equation. The cultural culture that Islam and other religions intend to promote globally requires a media in a global tool, and it can be virtual space.
