abstract = {One of the issues faced by those in charge of the areas of governance is the institutionalization of beliefs, values and desirable behaviors in accordance with the foundations and presuppositions of the systems of government. Therefore, one of the main tasks of researchers in the field of Islamic humanities is to theoretically explain and design models according to Islamic foundations and presuppositions. The main goal of this research is to examine "the facilitators of the institutionalization of culture from the perspective of the Qur'an" as one of the main components of the model in question. In this research, the method of "reflection on the Qur'an" (revealed -narrative) has been used according to the emerging strategy of "grounded theory". The findings indicate that institutionalization from the perspective of the Qur'an is a continuous process that can be positive (upward) or negative (downward). The positive direction is for those who seek to establish their faith, and the negative direction is for those who seek to establish their disbelief. According to the mentioned definition, if the agents perform their duties and move in the direction of positive institutionalization, they will receive divine help and assistance in the form of the tradition of guidance as a facilitator at both superhuman and human levels.},

abstract_fa ={یکی از مسائل پیش روی کارگزاران و متولیان امور در حوزه های حاکمیتی، نهادینه سازی باورها، ارزش ها و رفتارهای مطلوبِ متناسب با مبانی و پیش فرض های نظام حاکم است. ازاین رو، یکی از وظایف اصلی پژوهشگران حوزه علوم انسانی اسلامی تبیین نظری و طراحی الگوهای متناسب با مبانی و پیش فرض های اسلامی است. هدف اصلی این تحقیق بررسی «تسهیلگرهای نهادینه سازی فرهنگ  از منظر قرآن» به مثابه یکی از مؤلفه های اصلی الگوی مدنظر است. در این تحقیق از روش «تدبر در قرآن» (نقلی وحیانی) با توجه به راهبرد ظاهرشونده «داده بنیاد» استفاده شده است. یافته ها نشانگر آن است که «نهادینه سازی از منظر قرآن فرایندی است پیوستارگونه که می تواند مثبت (رو به اعتلا) یا منفی (رو به انحطاط) باشد. جهت اعتلای آن برای کسانی است که درصدد تثبیت ایمان، و جهت انحطاط آن برای کسانی است که درصدد تثبیت کفر هستند». متناسب با تعریف مذکور، درصورتی که کارگزاران وظایف خود را در فرایند نهادینه سازی انجام دهند و در جهت نهادینه سازی مثبت حرکت کنند، کمک ها و امدادهای الهی در قالب سنت هدایت به منزله تسهیلگرها در دو سطح فراانسانی و انسانی نصیبشان خواهد شد.},
