abstract = {The present study aims to identify and analyze Qur’anic teachings related
to the component of "policy actors." Utilizing the thematic research
method in the Holy Qur’an, this study seeks to address the gap in the policy
literature concerning the explanation of the epistemological underpinnings
of policy actors. The research findings indicate that the Holy Qur’an
presents a dynamic, multi-layered, and multi-faceted understanding of
policy actors, wherein actors are considered free-willed individuals with
varying degrees of understanding, intention, will, moral legitimacy, and
capacity for influence. According to this approach, actors include not only
official players but also a broad spectrum of supporters, reformers, elites,
opponents, hypocrites, and hidden actors, with their roles being fluid and
context-dependent. Furthermore, criteria such as existential disposition
(shākileh), degree of commitment to values, alignment of speech and
action, capacity to resist influence, interpretive authority, and the role of
soft factors like patience (ṣabr) and trust in God (tawakkul) gain importance
in evaluating policy activism. The results show that the Qur’anic verses,
by emphasizing the ethical, epistemological, and normative dimensions of
agency, provide a framework for explaining disruptions, deviations, and
failures in policy. Overall, by presenting an Iranian-Islamic perspective,
this research can contribute to the theoretical richness of public policy
literature and the development of alternative analytical approaches in the
study of policy actors.},

abstract_fa ={پژوهش حاضر با هدف شناسایی و تحلیل آموزه‌های قرآنی مرتبط با مولفه «کنشگران خط‌مشی» انجام شده است. مطالعه حاضر، با بهره‌گیری از روش تحقیق موضوعی در قرآن کریم، تلاش می‌کند تا در پرتو آیات قرآن کریم، خلأ موجود در ادبیات خط‌مشی‌گذاری را در زمینه تبیین پشتوانه‌های معرفتی کنشگران خط‌مشی پوشش دهد. یافته‌های پژوهش نشان می‌دهد که قرآن کریم، فهمی پویا، چندلایه و چندسویه از کنشگران خط‌مشی ارائه می‌دهد که در آن، کنشگران افرادی مختار با مراتب متفاوتی از فهم، نیت، اراده، مشروعیت اخلاقی و ظرفیت اثرگذاری تلقی می‌شوند. بر اساس این رویکرد، کنشگران نه‌تنها شامل بازیگران رسمی، بلکه طیفی گسترده از حامیان، مصلحان، نخبگان، مخالفان، منافقان و کنشگران پنهان را در بر می‌گیرند و نقش‌های آنان، ماهیتی سیال و زمینه‌مند دارد. همچنین، معیارهایی مانند شاکله وجودی، میزان تعهد به ارزش‌ها، هم‌راستایی گفتار و رفتار، قابلیت مقاومت در برابر نفوذ، مرجعیت تبیینی و نقش عوامل نرم همچون صبر و توکل، در ارزشیابی کنشگری خط‌مشی اهمیت می‌یابند. در مجموع، این پژوهش با ارائه دیدگاهی ایرانی-اسلامی می‌تواند، به غنای نظری ادبیات خط‌مشی‌گذاری عمومی و توسعه رهیافت‌های تحلیلی جایگزین در مطالعه کنشگران خط‌مشی کمک کند.},
