abstract = {As an under developed country, throughout its contemporary history, Afghanistan has made serious attempts of development and reconstruction, but all its efforts have failed, so far. Therefore, the explanation of these abortive attempts has a special theoretical and practical importance.  This research critically deliberates on the secrets behind the serious of failure from a particular view e.i. from the view of the ruling elite. According to the research findings the reconstruction attempts in Afghanistan started by the commands of the ruling elite and it because those in authority were engaged in this project, it was plagued by delays. As a result of the slow process, emotional attitude, hasty and unrealistic decisions and adoption of ever-changing and paradoxical models for performing this task, the efforts have not only been futile, but they also prepared the ground for creating reactionary movements in Afghanistan.

abstract_fa ={افغانستان به منزله‌ی جامعه ای توسعه نیافته، در طول تاریخ معاصرش تلاش های بسیاری جهت پیشرفت و نوسازی انجام داده است اما تا به امروز این تلاش ها با شکست های پی درپی روبه رو شده است. لذا تبیین این شکست ها، از اهمیت ویژه‌ی نظری و عملی برخوردار است. پژوهش پیش رو، راز این شکست ها را از زاویه ای خاص، یعنی از منظر «نخبگان حاکم» مورد تأمل انتقادی قرار داده است. بر اساس یافته های این پژوهش، نوسازی در افغانستان به صورت آمرانه و از سوی نخبگان حاکم آغاز شده و همواره در دامن قدرت، بریده بریده نفس کشیده است؛ اما ازآنجاکه این اقدام با کندی و از سر احساس، با اقدامات عجولانه و غیرواقع بینانه، با افراط و تفریط و با الگو های متضاد و ضد و نقیض انجام شده، نه تنها دستاوردی نداشت، که همواره زمینه‌ی حرکت های ارتجاعی و واپس گرایانه را در جامعه تقویت کرده است.},
